Which German pharma sites are hiring commissioning engineers right now (September 2026)

On 9 September 2026 we checked 22 publicly announced German pharmaceutical investments from 2025 and 2026, covering 15 companies, against live job adverts on Adzuna DE, with StepStone.de as a cross-check. 12 companies carry a confirmed material German capacity announcement. 9 of those 12 had employer-matched adverts pointing at the announced work, and 5 carried commissioning, qualification or project-engineering titles at the exact announced town. CureVac's closing Tübingen site, the negative control, had none. The full table is published as a CSV.

Method: what was checked and what counts as a hit
Read the method before the numbers. A job advert is evidence about timing, and it only works as evidence if you say which adverts you counted and which you threw away.
The announcement side. We collected 22 publicly reported investment items at German pharmaceutical and biotech manufacturing sites from 2025 and 2026, covering 15 companies. The sources are company press releases, regional newspapers and trade press, one URL per item, all of them in the table below and in the CSV. An item qualified if a named German site gained capacity, lost it, or had a build confirmed, cut or opened.
The advert side. On 9 September 2026 we queried Adzuna DE once per company, combining the company name with the terms Qualifizierung, Validierung, GMP, Inbetriebnahme and Projektingenieur, up to four result pages each. That returned 735 rows.
What counts as a hit. Three filters run in order. The employer filter keeps a row only if the advertiser field carries the company name, which takes 735 rows down to 459. The site filter keeps a row only if the advert location carries an announced town for that company, which takes 459 down to 318. The title filter counts a row only if the job title carries one of Inbetriebnahme, commissioning, Qualifizierung, qualification, Validierung, validation, GMP, Projektingenieur, Projektleiter, project engineer, Prozessleittechnik, Prozesstechnik, CapEx, Automatisierung, automation, Betriebsingenieur, plant engineer, process technologist, HVAC or Lüftung.
The staffing exclusion. The employer filter drops every advert placed under a recruiter's or an engineering contractor's own name, because the advertiser field then carries the agency rather than the plant. That removes 276 of the 735 rows. It is the point of the filter: a supplier needs to know that the plant itself is staffing the building.
Apprenticeships never count. An Ausbildung, Praktikum, duales Studium, Werkstudent or Trainee advert is long-term capability building, and a large German plant runs dozens of them at any moment. Counting them would have scored Merck and Boehringer Ingelheim on training volume alone. Any title carrying one of those words drops out of the commissioning count whatever else it says.
The reading column. Four values. Positive means employer-matched adverts sit at the announced town and carry commissioning, qualification, validation or project-engineering titles. Thin means the adverts exist and point the right way, but the count is small or they sit at another site of the same company. None means employer-matched adverts exist and not one of them is commissioning shaped at the announced town. Negative control is the site being closed.
Three companies sit outside the test. CureVac is closing its Tübingen site, so it serves as the negative control. Pfizer Freiburg had no material 2025 or 2026 build, so it serves as a second control on the title filter. CordenPharma comes out because its new peptide capacity went to Muttenz in Switzerland, leaving no German build to check. That leaves 12 companies with a confirmed material German capacity announcement, and those 12 are the test.
StepStone as a cross-check. We queried StepStone.de for six of the companies, 299 rows. StepStone does not combine the company name with the keyword, so a query for "Daiichi Sankyo Qualifizierung" reported 18,475 results site-wide and scored on the generic word. It confirmed a handful of employer matches. No figure on this page comes from it.
The 22 announcements, company by company
15 companies, 22 items. Aenova, B. Braun, Boehringer Ingelheim, Merck KGaA and Roche carry more than one item; the other 10 carry one each. The site column lists every announced town for that company, and the advert table below counts against all of them.

Amounts are quoted as the source quotes them. Rentschler Biopharma published a "high double-digit million" figure and no exact number, and Boehringer Ingelheim published a figure for the Biberach laboratory and none for the Ingelheim buildings. Neither gap was filled with an estimate.
What the live adverts show
Of the 12 companies inside the test, 10 have at least one employer-matched advert at the announced town, 6 have at least one advert there with a commissioning-shaped title, and 5 of those have more than one. 5 read positive, 4 thin and 3 none.

Three sites where the signal is clean
Daiichi Sankyo, Pfaffenhofen an der Ilm. About EUR 1 billion to turn the site into an innovation centre, with a new antibody-drug conjugate building, groundbreaking in November 2024 and that building due at the end of 2026. All 73 raw adverts survive the employer filter, 59 sit at Pfaffenhofen and 10 of those carry a commissioning-shaped title. One reads "Betriebsingenieur mit Fokus Inbetriebnahme". Two others name the disciplines the press release names, "Projektingenieur TGA, Schwerpunkt Lüftung (HVAC)" and "GMP/Compliance Manager, Site Engineering". The advert set and the press release describe the same building.
Aenova, Bad Aibling and Regensburg. About EUR 20 million on a modernised blister line at Bad Aibling, running since February 2025, and about EUR 25 million on a high-potency building at Regensburg. 21 of 24 raw adverts survive the employer filter, 6 sit at the two announced towns and all 6 carry a qualification title: "Ingenieur (m/w/d) Qualifizierung", "Chemieingenieur als Qualifizierungsingenieur" and "Qualifizierungsingenieur - Pharma" among them. Aenova is the smallest budget on this page with a clean title match, which is the useful part. The signal does not need a billion-euro build to appear.
Sanofi, Frankfurt-Hoechst. EUR 1.3 billion for a new insulin plant, with EUR 400 million of state aid cleared by the European Commission on 8 September 2026 and completion now targeted for 2032. 114 of 133 raw adverts survive the employer filter and every one of the 114 sits at Frankfurt. 30 carry a commissioning-shaped title, among them "Projektingenieur*in Prozessleittechnik", "HVAC Betriebsingenieur*in" and "Automation Technician". Several state their end date in the title, "befristet bis zum 31.03.2028" among them. A fixed-term contract that expires around the build is the clearest form this signal takes.
Three readings that cut the other way
Eli Lilly, Alzey. Lilly announced EUR 2.3 billion in November 2023 and cut it to roughly half in 2026. The adverts held up anyway: 10 of 15 survive the employer filter and 9 sit at Alzey. One carries a commissioning title, "Senior/Principal Scientist Validation". The rest read as a permanent quality organisation going in: Site Microbiologist, Technician Quality Control Environmental Monitoring, Scientist Sterility Assurance. A plant hiring its own validation staff is the counter-case an external validation firm should worry about, so Alzey reads thin for that reason rather than for a small count.
Merck KGaA, Darmstadt. Merck runs a EUR 1.5 billion programme at its headquarters, one of the two largest figures on this page, and it reads none. 8 of 26 raw adverts survive the employer filter, 7 sit at Darmstadt and none of the 7 carries a commissioning title. Darmstadt is advertising pharmacy internships and 2027 apprenticeships. Budget size predicts nothing here.
CureVac, Tübingen. The negative control. BioNTech is closing the site with about 1,860 jobs going by the end of 2026. 8 raw adverts came back and not one survives the employer filter. A site that is shutting shows nothing, which is what the filter should do.
Pfizer, Freiburg, the second control. Pfizer had no material German build in 2025 or 2026, only a small investment tied to an oncology shift. Its adverts pass the first two filters easily, 25 of 25 employer-matched and 17 at Freiburg. None passes the title filter. A site with ordinary hiring and no build produces plenty of adverts and zero commissioning titles, and that separation is what the method rests on.
What a supplier does with this
The commissioning window is a purchasing window and it is short. A plant advertising for qualification and commissioning engineers at a named town is running the phase in which cleanroom work, validation packages, instrumentation and spare-part contracts go out to firms outside the plant, because the workload is temporary and nobody staffs a permanent team for it. Sanofi's fixed-term contracts through 2027 and 2028 say when that window closes at Frankfurt.
Two working rules come out of the table. First, read an advert against a source rather than on its own. Three of the 12 tested sites have adverts at the announced town and no commissioning signal in them, and Merck runs a EUR 1.5 billion programme with nothing but training adverts at Darmstadt. Second, target the town rather than the company. Vetter Pharma shows 26 employer-matched adverts and 0 at Saarlouis, where the new plant is; its hiring sits at Ravensburg instead. A company-level list scores Vetter as a hit and sends the outreach to the wrong site.

What this check cannot tell you
It cannot tell you a plant is buying. It tells you a plant is staffing a building it has publicly said it is putting up, on a date you can check. Purchase intent, budget and supplier shortlists sit behind that, and no job board carries any of them.
It does not read backwards either. A site with no adverts is not a site with no project. Adzuna returned nothing at all for BioNTech, and 9 raw rows for Sartorius, a company with an 18,000 square metre build under way at Göttingen. Thin source coverage and a quiet site look identical from here.
The pull is one day, 9 September 2026, from one job source. We will re-run the same three filters against the same 15 companies rather than change the method, so the two dates compare.
